To increase efficiency after privatisation, and with a view to compulsory competitive tendering in council services, Thames Water is combining with 24 local authorities to create an agency organisation for work on sewerage treatment and disposal. Councils are collaborating and taking on the role of management contractors under a three-year contract devised by Thames.
