In Wandsworth London Borough Council v Sparling QBD 18 November 1987 it was held that the Housing Act 1985 created two separate offences of knowingly contravening a regulation and of failing to comply with a regulation without reasonable excuse in respect of a person managing premises in multiple occupation to which the Housing (Management of Houses in Multiple Occupation ) Regulations (SI 1962:668) applied.
