In Dixon v Allgood HL 26 November 1987 it was held that the question whether a tenancy was at a low rent was to be determined in relation to the aggregate rateable value and that, in this case, the claimant was not entitled to purchase the freehold under the provisions of the Leasehold Reform Act 1967 .
