In "Targett v Torfaen BC" (CA 21 November 1991), the council claimed no liability for injury sustained by a tenant because of a lack of handrail and illumination for steps to his dwelling-house. The lower court had found the council liable but damages were reduced for contributory negligence on the part of the plaintiff. Appeal by council dismissed.
