According to House of Lords "Development and Future of the CAP" 16th report (HMSO £12.85), the EC `s proposals for reforming CAP do not go far enough. Criticisms include the failure to distinguish between specific objectives of agricultural policy and other economic social and environmental objectives and argue that proposals to introduce permanent aids for all smaller farmers as being unfair to the farming community in Britain.
