All the former Communist countries of Eastern Europe recognise that massive changes are needed in their housing finance systems, but moving from state run housing finance systems with subsidised interest rates to a free market system is proving very difficult according to a study by the International Union of Housing Finance Institutions and the International Trading Centre for Banks in Budapest, in their publication "Housing finance in Eastern Europe".
