"Preston v Torfaen BC and another" CA 15 July 1993, held that an expert instructed by a local authority to advise it on the general conditions and requirements for adequate foundations of a dwelling house and upon whose advice it relied in the construction of the house did not owe a duty of care to the first purchaser from the local authority and/or the owner occupier.
