The authors argue that despite recent planning legislation and ministeral guidance restricting what can be done without planning permission, the principle of `presumption in favour of development` can still be interpreted in s26 of the Planning and Compensation Act 1991 and the revised edition of PPG1 March 1992. They illustrate their viewpoint by referring to relevant paragraphs of PPG1 and the 1991 Act.
