Discusses recent government amendments to the original proposals outlined in "Competing for Quality". In terms of construction-related services, the original `double-envelope` system whereby councils set a quality threshold and then select the lowest bid is to be dropped. This leaves local authorities to demonstrate that they have their own procedures for fair and even-handed evaluation of tenders on the grounds of quality as well as price.
