In Bell v SoS Environment and another , QBD 20 October 1988, the application was dismissed because the inspector holding the inquiry found that the applicant was unreliable, that she might not manage the satisfactory completion of the work and that there was a shortage of housing in the area. There was therefore no ulterior motive in making the order.
