Developers and their agents need to understand the constraints and possible solutions to the funding of industrial development undertaken by local authorities . This short article considers two major funding constraints in the public sector - prescribed capital expenditure allocations and loan sanction limits - together with different types of developemnt, and the various financial arrangements which might be applicable.
