With reference to, among others, the Covent Garden development scheme and schemes, which would reap financial benefits to go towards the repair of listed buildings, this article discusses the consideration of economic aspects of development schemes in the light of Town and Country Planning Act 1990, which requires that permission for development should only be allowed for those in accordance with the development plan except in cases, where material considerations are overwhelming.
