In Durham CC v Scott , QB 15 May 1990, it was held that gates tied by twine to hedges and held closed by a loop of twine barring the entire breadth of a bridleway but which could be opened easily nevertheless constituted an obstruction of the highway and therefore gave rise to an offence contrary to Highways Act 1980 s137 .
