QBD 8 June 1992. Planning application inquiry. Allegation of bias. Inspector lunching with and travelling to the site of the site visit with council witnesses. Appellant allegedly consented. Test for bias. The Deputy Judge held that the principle of law was whether justice was manifestly and undoubtedly seen to be done by the Inspector. the test to be applied to the facts was whether there existed grounds on which a reasonable person would think that there was a real likelihood of bias.
