Speaking in HC debate on the 1992 Rio Earth Summit the SoS Environment announced a u-turn in Government planning policy on out-of-town shopping centres back in favour of traditional high streets justifying his refusal for planning permission for the Ludlow and Cambridge superstore schemes. RICS criticises the u-turn for going too far. Planning appeal decisions for Ludlow and Cambridge filed in envelope for WB3008.
