In R v SoS Environment ex parte Hackney London Borough Council QBD 14 July 1988, it was held that the SoS Environment had the power, under Local Government Planning and Land Act 1980 s17 not only to prevent a local authority embarking upon new construction works, but also to prevent it completing projects already under way.
