Argues that a spatial planning approach to guiding environmental change could complement other sectoral or financial instruments, particularly if focused at regional levels. The progress made so far is examined in case studies of the Netherlands, England and Catalonia. It is suggested that some aspects of the Dutch approach could form a useful basis, if suitably adapted, for regional planning elsewhere. References. (from journal abstract)
