Centred on the application of Town and Country Planning Act 1990 s172(4)(c) and immunity from enforcement notice proceedings after four years being equally applicable to change of use (without planning permission) of a single dwelling to two dwellings and also to the unpermitted use of a building as a single dwelling. "Held" that section 172(4)(c) was capable of being construed so as to benefit all new separate residences after four years.
