Although DoE Circular 22/88 mentions acceptance of amendments to planning applications after submission, difficulties can arise when the amendments materially change the character of the proposed development. This is illustrated by "Breckland DC v SoS for the Environment" (1992), where the plan of a proposed gypsy site was incorrect.
