Tower block residents are threatening to sue Westminster City Council for selling them flats they claim are now worthless. They bought them in the late Eighties in the belief that the blocks would eventually become completely private, but in 1990 the council reversed the privatisation policy in 20 selected blocks and filled them with homeless families.
