"Fox v SoS Environment ex parte Dover DC" reviewed the caselaw, and clarifed the position, on alleged bias when an inspector accepts a lift from a witness in a planning appeal. In this case, the judge applied the test of whether there were grounds sufficient to lead a reasonable person to conclude there was unfairness in the decision, rather than depending on whether there was a reasonable suspicion of bias.
