In "Cruden Homes (Scotland) Ltd v SoS Scotland", First Division 3 March 1993 rejected the appellants` argument that there was no proper factual basis to justify the decision of a reported. It is in any event for the parties to a planning appeal to bring to the notice of the reporter all matters to be taken into account in reaching a decision.
