Olympia and York Developments is refusing to pay more than £100m for a phase of the Canary Wharf property scheme, despite American bankers Morgan Stanley claiming to have exercised an option to sell it. O&Y has also suspended plans to build what would have been the highest office tower in the former Soviet Union.
