Analysis of the Government`s White Paper on the Environment " Common inheritance " (Cm 1200) which includes provision for each Government department to have a Minister responsible for environmental policy, greater use of renewable energy sources , new measures to combat noise , help to maintain cathedrals , greater emphasis on energy efficiency , national park style controls for councils over the siting and appearance of new farm buildings , fines for water pollution and a strategy for stabilising Britain`s CO2 emissions .
