Following "McCarthy & Stone v Richmond BC", which cast doubt on the Planning Inspectorate`s right to charge councils for inquiries into local, unitary and structure plans, long-established practice is to be formalised in new legislation; the Town and Country Planning (Costs of Inquiries etc) Bill has passed its Second Reading in the House of Commons.
