In R v Ogwr BC ex parte Carter Commercial Developments Ltd , QBD 17 February 1989, it was held there was no suggestion that the commoners had been mislead. The council had followed proper procedure for development which conflicted with provisions of the development plan . There was no breach of the rules of natural justice merely because the council had a financial interest.
