In "Stratford-on-Avon DC v SoS Environment and another" QBD 7 July 1993, quashed SoS`s decision on the grounds that he had firstly failed to take account of change in government policy over the special presumption in favour of releasing land for housing with the revision of PPG3 in March 1992 and secondly had not allowed the applicant sufficient opportunity to make representation.
