In what seems to be a direct challenge to the Government`s " tenants choice " policy, the Association of District Councils are to launch a campaign to tell local authorities how they can retain their council housing . Torbay District Council is to go ahead with the sale of its entire housing stock, despite an overwhelming vote against the transfer by the majority of tenants who voted.
