In R v SoS Environment ex parte Enfield London Borough Council , QBD 29 March 1988, it was held that where a right to buy existed in respect of council houses on land in green belt it was right and consistent with the intentions of Parliament that the SoS Environment should have the power to consent or to withhold his consent to sale.
