The Government has dealt a blow to the administrators of Canary Wharf by refusing to buy an empty building in a package, which would have secured the Jubilee line extension, an element crucial to the revitalisation of, not just Canary Wharf, but the whole of Docklands. There are hopes that the European Investment Bank will assist.
