The Environment Minister has announced consultations on proposals in clause 10, Planning and Compensation Bill to provide a new system for planning authorities to decide whether any existing or proposed development of land is lawful; and under clause 24 to enable appeal costs to be awarded when one of the principal parties in planning proceedings in unreasonable in requesting an inquiry or hearing for the appeal.
