Reviews Bristol `s introduction of a co-ordinated programme of energy-saving improvements and adoption of minimum standards of thermal insulation for its council housing stock. Describes use of the software package Energy Auditor to devise energy efficiency improvement options. Reports on the energy management system installed in Britain`s newest prison , Shotts Prison , Lanarkshire . Concludes with an analysis of high insulation values, i.e. those which surpass the current requirements of the building regulations. Discusses the concept of the " smart skin ", a building fabric which changes its thermal properties in accordance with internal demand and external environment. Indicates that problems may be encountered with highly insulated buildings as they are less tolerant of faults in design or construction.
