A judicial review decided that the refund of overpayment of rates should be paid to the University of East London (formerly Polytechnic of East London incorporated in April 1989) rather than to Newham LBC and Barking and Dagenham LB who relinquished financial reponsibility for the University in 1989 even though the refund goes back to 1984-85.
