"R v Islington LBC, ex parte Aldabbagh" QBD 11 October 1994. In March 1990 a tenant was awarded a medical category A transfer status but in May 1992 was told that the transfer was not considered because of rent arrears and in Dec 1993 that arrears needed to be reduced to below £100 for consideration. Applicant began judicial proceedings guided by "R v Tower Hamlets LBC, ex parte Khalique" 1994. Held that there be an order for judicial review, that the council`s decision be quashed and no order for mandamus to order transfer.
