In Horsham DC v SOS for the Environment and Another QBD 13 October 1989 it was held that a gypsy who had lost the nomadic habit of life was not a gypsy for the purposes of the Caravan Sites Act 1968 , even though he remained a gypsy by descent, culture and tradition.
