LT 9 August 1996. Welsh Water (W) compulsorily purchased the claimants` (J) agricultural land for the purpose of building a sewage treatment works. J sought compensation. The issue was the open market value of the freehold interest. A certificate of appropriate alternative development specified commercial / industrial development subject to conditions. The land was subject to risk of flooding and the cost of protection works exceeded that of the value of developable land. Sets out the reasons for the compensation payable.
