In Dwr Cymru Cyfynedig v Williams QBD 7 October 1991, the appeal by appellant water authority was allowed on the grounds that a justice had erred in law when declaring that he had no power under Water Act 1989 S178(2) to grant a warrant allowing a water authority to enter land for the purpose of gaining access to and carrying out works on adjoining land in the ownership of a third party.
