"R v SoS Wales, ex parte Emery", CA 9 July 1997. County Council refused request from E to modify map to show a footpath running across pasture belonging to X. E appealed to SoS Wales (W) who received conflicting evidence from ramblers and the pasture`s previous owners. W accepted statement of previous owners. High Court quashed W`s decision. W appealed. Appeal dismissed.
