In Westminister CC v SoS for the Environment and another (no 1) and (no 2) QBD 12 July 1989 it was held that the SoS was correct in allowing an appeal against an enforcement notice , since canopies displaying names of the business premises were advertisement s within regulation 2(1) of the Town and Country Planning (Control of Advertisements) Regulations 1984.
