The former owner of a Grade I listed building which was left empty for 23 years and deteriorated almost to the point of derelict ion has been ordered to pay £119,000 for emergency repairs by the DoE , This is the first time a bill has been presented for repairs to a neglected building that were carried out without the owners consent under Town and Country Planning Act 1971 s54&55 .
