A mixed reaction to government plans for nine reginal development agencies to take over responsibility for regional development from English Partnerships and Rural Development Commission from 1999. Supporters of the proposals include the CBI, BCC whilst Lord Shuttleworth has resigned over the decision to remove the RDC`s regeneration responsibility. RICS comments.
