QBD 20 January 1997. In legal proceedings the question arose as to whether the chairman of the valuation tribunal party to the appeal could be seen as party to the proceedings and hence liable for costs. "Held" that the chairman should be named as party to the appeal, and is entitled to make representations in the case if it is considered appropriate for him to do so.
