LT 13 August 1997. The Community Drug Advisory Service used premises held to be exempt from non domestic rating were wholly used for the provision of welfare. R held the view that services provided to persons suffering from drug misuse where not strictly welfare and so the premises were not exempt. "Held" Premises not exempt.
