Considers the implications of the HL decision in "Tesco Stores Ltd v SoS Environment" which suggests that where there is competition to obtain planning permission and where various benefits are offered, the local planning authority can either apply the SoS' policy and test each proposal against it or decide which of the proposals offers the greatest public benefit and determine accordingly.
