The Labour party is proposing to set up city-wide authority for London called the London Metropolitan Council with powers to co-ordinate transport , development and planning . Reducing the DoE`s role in strategic planning to the boroughs with a strategic plan for the capital, abolishing the right of appeal for developers which did not fit in with the strategic plan, the LMC would have powers to acquire and transfer land to meet strategic planning targets and take over specific responsibility for transport in London. It also suggests the LDDC be wound up and its planning powers returned to individual boroughs.
