Warns the owners or occupiers of contaminated land to carefully consider the implications of new legislation on contaminated land which is to be introduced later this year under the Environment Act 1995. The current legal position of the `polluter pays` could be scrapped if the polluter cannot be identified and the responsibilty will lie with the owner or occupier of the land.
