Completion of the Channel Tunnel high-speed rail link may be postponed until 2010. Bechtel and Railtrack are concerned that demand for Eurostar services will not grow quickly enough to justify the cost and instead favour building the link in two phases. The government insists it wants the rail link built in its entirety.
