It is hoped that a review of capital expenditure procedures introduced by the Treasury and new accounting procedures known as Resource, Accounting and Budgeting may boost construction workload. The Treasury`s "Fiscal Policy: current and capital spending" recognises that the low level of capital spending is threatening the country`s prosperity.
