Health ministers are considering launching a `hybrid` version of the private finance initiative to tackle the big delays and cost over-runs that have plagued NHS hospital building. The new arrangement would mean that private sector would take on financing, building and designing hospitals but not building maintenance and services such as catering and cleaning.
