Developers of quarries, waste incinerators and large shopping centres will soon have to check with planning authorities whether they need to carry out an environmental assessment before using permitted development rights. The rule changes are outlined in draft regulations relating to the European environmental assessment directive, which is due to be implemented in March 1999.
